Starmer's Supporters Begin 'Stop Andy Burnham' Campaign to Prevent Manchester Mayor's Parliamentary Comeback

Loyalists of Labour leader Keir Starmer have reportedly kicked off a coordinated effort to prevent Andy Burnham, the Labour Party Mayor of Greater Manchester, from securing a return to the House of Commons. This action follows the stepping down of a Manchester-area MP, which has triggered an impending byelection.

Serious Barriers in the Selection Procedure

Several members on the Labour Party's ruling national executive committee (NEC) have apparently suggested it would be highly challenging for Mr. Burnham to navigate the selection procedure. This is primarily due to the sizable presence of Starmer loyalists on the committee who are anxious to head off any future challenge to Starmer's leadership.

The Labour party machine reportedly sprung into action following the announcement of the MP's planned departure, with officials and MPs raising concerns about the substantial expense and electoral danger of a subsequent mayoral race in Greater Manchester.

The Mayor's Aspirations and Internal Disquiet

Andy Burnham has made no secret of his national ambitions. Last year, he prompted anger within No 10 and among cabinet ministers when he stated that numerous MPs had urged him to run for the party leadership.

It has long been believed that he is seeking a seat in the Commons to possibly stand for the Labour leadership if a contest to Sir Keir emerge. However, allies of the Mayor have warned against exaggerating the extent of any planning, stating he is deeply committed to his job as mayor and would only return Westminster if he felt he had a meaningful contribution to make.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a source close to Burnham remarked.

Political Landscape and Poll Ratings

Amid polls suggesting Sir Keir is struggling in the polls and many MPs pessimistic about Labour's fate at the forthcoming election, Andy Burnham stands out as the sole senior Labour figure with consistently positive ratings with the public.

Should Mr. Burnham choose to stand, multiple hurdles remain. He would need to be selected by the NEC—where the odds are stacked against him—and then win the by-election against competition from Reform and pro-Gaza independents, all before any possible bid for the leadership.

The 'Stop Andy' Campaign

High-ranking Labour sources have said that a "Stop Andy" campaign is already under way, with the party machinery being closely managed by key allies of the Prime Minister.

The Prime Minister personally said that the by-election procedure was in its "initial phases" and urged his MPs to cease discussion of possible leadership challenges.

Andy Burnham, commenting before the MP's departure was confirmed, told reporters: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Financial and Political Dangers

Figures on the committee have allegedly pointed to not only personal animosity towards Mr. Burnham but also the significant expense of a by-election for mayor in Greater Manchester. This could redirect around £500,000 in party funding from other crucial elections across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," a figure stated.

A number of sources also shared concerns about Nigel Farage’s party attempting to win the mayoralty left by Mr. Burnham, which would represent a major political win for them.

Role of the Unions and Democratic Concerns

As a publicly elected mayor, Mr. Burnham would require the NEC's permission to stand. There is also speculation the committee could impose an all-female shortlist to block his nomination.

However, one Burnham ally warned against presuming the NEC would automatically reject him, despite Sir Keir's team is largely believed to dominate it.

The unions occupy a significant proportion of seats on the NEC. While the biggest unions are for now remaining quiet, sources indicated they would be opposed to anything seen as interference from Downing Street.

The general secretary of the Fire Brigades Union said: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

By-election Battle

The seat in question holds a considerable Labour lead. However, Reform is likely to mount a significant challenge, capitalising on support in one part of the constituency. Labour believes it is on firmer ground in the more populous Greater Manchester section, though it could encounter a challenge from independent candidates.

If Mr. Burnham return to parliament, he would need the support of 80 Labour MPs to mount a bid for the leadership, a hurdle that is far from certain given he is regarded with caution by a number of on the parliamentary party.

The resigning MP confirmed he was stepping down due to declining mental health, which had made it impossible for him to continue in his role. He also remains subject to a parliamentary standards investigation related to his involvement in an offensive online group.
