Why the National Passport Continues to Drop in Global Ranking

Earlier this year, an online clip by an Indian travel influencer expressing frustration over India's weak passport gained massive traction on social media.

The influencer stated that while nearby nations such as Bhutan and Sri Lanka were more welcoming of travelers from India, obtaining visas to travel to most Western and European countries continued to be difficult.

This dissatisfaction with the limited global access of Indian passports was reflected in the latest Henley Passport Index, ranking India in the 85th spot among 199 countries, five spots lower compared to the previous year.

The Indian government have not issued a statement on the report so far.

Countries like Rwanda, Ghana and Azerbaijan with much smaller economies than India – which is the world's fifth biggest economy – hold better positions on the index at the 78th, 74th and 72nd spots, respectively.

Actually, the country's position in the past decade has remained around the eighties, even dipping to the 90th spot in 2021. Such standings appear poor compared to other Asian countries such as Japan, South Korea and Singapore, all maintaining top positions.

Global Passport Power Indicates

The power of a passport indicates a country's global influence and global influence. This leads to better mobility for its citizens, improving commercial and educational prospects. Limited passport power results in more paperwork, increased visa expenses, reduced travel benefits and extended processing periods for travel.

But despite the drop in position, the count of nations offering visa-free access for Indian citizens has actually increased in the past decade or so.

As an instance, in 2014 – when the current administration's ruling party assumed office – 52 countries offered visa-free travel to Indians and its passport at seventy-sixth position in the ranking.

The following year, it tumbled to the 85th position, then improved to 80th over the past two years, declining once more to the eighty-fifth spot this year. Meanwhile, visa-free destinations for Indians increased from fifty-two eight years ago to sixty last year and 62 in 2024.

The Competitive Global Mobility Landscape

The count of nations allowing visa-free entry in 2025 (57) is higher than what it was in 2015 (52), but the country's position for both these years remains at eighty-fifth. So, why is that?

Experts say that a major reason is the increasingly competitive landscape in global mobility – indicating that countries are entering into more travel partnerships for their populations' advantage and their economies. As per recent analysis, the worldwide mean number of destinations people can visit without visas has almost doubled from 58 in 2006 to one hundred nine currently.

For example, China has expanded its count of visa-free countries available to its citizens from 50 to 82 over the last ten years. As a result, its position on the index has enhanced from 94th to 60th during the same time period.

In comparison, The Indian passport – previously positioned at seventy-seventh place during summer – dropped to the 85th position in October following the loss to two countries.

Additional Factors Impacting Passport Power

A former Indian ambassador says multiple elements that affect the strength of a country's passport, including economic and political conditions as well as its openness to accepting travelers from abroad.

For example, the American passport has fallen from the top ten currently holding the 12th position – its lowest ever – because of its more inward-looking approach in world politics.

The former ambassador recalls how in the 1970s, Indian citizens had visa-free travel to many Western and European countries, though this shifted after the Khalistan movement during the eighties. Subsequent political upheavals have further chipped away at India's image as a stable democracy.

"Many countries are also becoming more cautious of immigrants," he stated. "The country possesses a high number of people migrating overseas or remaining beyond visa limits affecting the national image."

Factors like the security level of a national passport and its immigration procedures also play a role to obtaining visa-free access to foreign nations.

Enhanced Security Measures

India's passport remains vulnerable to security risks. Last year, law enforcement arrested 203 people for suspected visa and passport fraud. India is also known for complex immigration processes with lengthy timelines of visa processing.

The former ambassador indicated that technological advances, such as the newly introduced electronic passport or e-passport, may enhance safety and ease the immigration process. The e-passport includes a microchip that stores biometric data, making it harder to forge or tamper with the document.

But, more diplomatic outreach and travel agreements remain key to boosting international travel freedom of Indians and consequently, India's passport ranking.
